The North Carolina legislature enacted the motor vehicle laws to keep the motoring public safe and to fund its various functions. Conversely, the penalty for violating these rules can have a negative impact on motorists and their families.

To prove a Speeding ticket, the prosecutor must produce the officer's opinion as to how fast a vehicle was travelling. Once that opinion is established, the radar reading only comes into evidence to corroborate that opinion.
